Vanessa Milio brings extensive experience developing high-level strategy and big picture solutions to her clients. She has a proven success track of increasing profits through financial management, partnership development, and program management while cultivating new revenue streams by connecting people, ideas, and opportunities. As a non-profit consultant her goal for her clients is that they are best equipped with the tools they need to deliver their mission, while demonstrating their organizational values both internally and externally.

Stacey Rebbert

AVP of Marketing & Corporate Communications, Harford Mutual Insurance Group


Stacey Rebbert joined Harford Mutual Insurance Group in October 2013 as Marketing Manager. She was promoted to Director in 2016 and to Assistant Vice President and officer in May 2021. She directs a four-person team responsible for all marketing and corporate communications, branding and advertising, community and corporate giving, employee engagement, internal communications, multi-media production, and agency licensing. She is a member of the Leadership Team, heads the Giving Committee, and serves as an advisor to the Inclusion, Diversity, and Opportunity Committee as well as the Innovation Chamber. Stacey also mentors colleagues in the HMIG Leadership Development Group.

Stacey graduated with honors from Towson University with a degree in Mass Communications and English and earned her Master’s in Contemporary Communications from Notre Dame University of MD. She holds a certificate from Dale Carnegie School of Effective Communications & Human Relations and is a graduate of the Harford Leadership Academy and the Towson University Professional Leadership Program for Women. In 2022, Stacey earned her Associate in Insurance (AINS) certification, was a 2022 ATHENA finalist, and was named to The Daily Record’s 2022 Maryland Top 100 Women list.

Stacey is a mentor for high school seniors through the Outstanding Young Women Leaders program through Towson University Women’s Leadership Collective. Each year she also volunteers as a mentor for graduating seniors at Towson University in Northeastern Maryland. She has been invited to be a speed mentor at Notre Dame University and the WOW Festival for Women in Baltimore. She was a 2020 Diamond Challenge judge for the global high school entrepreneurship competition.

Stacey completed a three-year term as a board member for the Insurance Marketing and Communication Association (IMCA) serving as a member of the planning committee and co-chair for the Promotion and Communications Committee. She has also served as committee member for the National Association of Mutual Insurance Companies (NAMIC) Communications and Marketing Workshop and was appointed to the NAMIC Strategic Marketing Council.

Stacey and her husband Eric have lived in Harford County since 1989. They have three adult children and one grandson.

Matthew Scales

Executive Director, Visit Harford


Matthew Scales, the Executive Director of Visit Harford has been a lifelong resident of the county. Matthew graduated from North Harford High School and then went into the United States Coast Guard. Upon getting out of the military, Matthew pursued his education at Towson University with a Master of Science Degree with a dual major in Advertising and Public Relations. He later went back to Towson University to obtain his Master of Science Degree in Communication Management.

Matthew comes to Visit Harford from the Maryland Office of Tourism, where he spent three years as a Public Relations Specialist securing regional, national, and international third-party editorial coverage for Maryland tourism. He served as the broadcast spokesperson as well as managing several strategic communications initiatives. Prior to being with the Maryland Office of Tourism, he was the Marketing and Sales Representative for the Maryland Port Authority.

Matthew currently serves as the Chair-Elect of the Mid-Atlantic Tourism Public Relations Alliance, which represents five states, along serving on several local boards including the Havre de Grace Tourism Advisory Board, the Harford County Economic Development Advisory Board, the Harford County Chamber of Commerce Board and the Bel Air Volatility Committee.

Executive Director, The Dresher Foundation


Patti Sterling is the Executive Director of the Dresher Foundation, a family foundation dedicated to improving the quality of life in Harford County. With nearly 20 years of experience within the nonprofit community, Patti brings a unique perspective to the position, having served on both sides of the funding table.

Patti began her nonprofit career with Catholic Charities, where she worked in the development office leading agency tours and coordinating a broad array of programming for corporate and foundation prospects.  From there, she honed her grantmaking skills while working for the France-Merrick Foundation, one of the largest family foundations in the state. Most recently, Patti worked for the Town of Bel Air to secure grant funding for the needs of the community she calls home. Rounding out her professional experience, Patti has served on a number of nonprofit boards throughout the Baltimore metropolitan area.

Patti and her husband are the proud parents of two college-aged daughters. When not on the sidelines of a lacrosse game, you can find Patti walking her golden retriever, Gus.

Business Development Director – Harford County, APGFCU


Monica Worrell is the APGFCU Business Development Director for Harford County.   As a representative of APGFCU, she has worked with local businesses and community organizations since 2018 to provide the benefits of credit union membership.  She also manages APGFCU’s sponsorship program in Harford County and APG.

Monica began her career in the hotel and restaurant industry working in the field for over 25 years.  Making a career change in her early forties,  she served as the Chief Spokesperson for Harford County Sheriff’s Office from 2007 until 2012 and an elected official for the City of Havre de Grace while working at a local medical practice as their Operations Manager and Marketing Director.

Active in the community for over 30 years, she serves on a myriad of local boards and committees to include:  UM UCH Foundation, Harford County Chamber of Commerce, Harford Community College Foundation, Harford County Sheriff’s Foundation, The Discovery Center at Water’s Edge, and the Women’s Giving Circle.  Just to name a few.

She has two grown sons.   She and her husband live in Belcamp with their rescue beagle mix, Brandy.

Tami Zavislan

Director of Individual Giving – Mercy Health Foundation


Tamara (Tami) Zavislan is Director of Individual Giving for the Mercy Health Foundation at Mercy Health Services. She has held development and executive management positions in Maryland – including executive director of the Community Foundation of Harford County, Pennsylvania, Michigan, and Ohio. Tami is a past president of AFP Maryland Chapter, and a founding member of the Women’s Giving Circle of Harford County. Her volunteer work also includes the music ministry at St. Francis de Sales Parish (Abingdon, MD).

Welcome to HCAA

As Harford County’s designated Community Action Agency, the HCAA’s mission is to help all Harford County individuals and families who are experiencing financial hardships in meeting their housing, food, energy/heating, and/or budget and family counseling needs. We support and encourage them on their path to self-sufficiency.

We accomplish this purpose through a diverse offering of programs and services. Current programs include:
